本品目包括将前三个品目所列宝石进行打磨、抛光等加工所得的粉末，其中大多数是钻石和石榴石粉末。
天然钻石粉末主要是将“圆粒金刚石”（工业级金刚砂）压碎制得。合成钻石粉末一般是将石墨通过高温高压处理直接制得。
这些粉末与品目71.02和71.04的钻石不同，在实际使用时由于其颗粒太小，不能单独镶嵌，通常用作研磨料。其粒度一般不超过1000微米，粒度的测定多用筛析法，而不是逐粒测量。粉末的粒度在很大程度上与宝石、半宝石的粒度有交叉，但宝石、半宝石是通过计点颗数来确定其质量的，而粉末则是以重量计量的。
金刚石粉末用于制造砂轮、抛光轮、刀具、抛光膏等。
石榴石粉末主要用于研磨光学透镜，也用作制砂纸或砂布的研磨料。
本品目不包括人造刚玉粉末（品目28.18）。
